Queensland Rail (QR) National requested Powerlink identify and acquire a site for a new 275/50kV substation at Raglan, to help increase the capacity of the electrified CoalRail network in the Blackwater to Gladstone area of Central Queensland.
This substation, in addition to three high voltage transmission line projects in the localities of Bluff, Duaringa and Wycarbah that Powerlink is undertaking, form part of QR National's Blackwater Power Systems Strengthening Project.

Powerlink began construction in early 2011 and completed all works in early 2012.
In mid 2010, Powerlink appointed specialist environmental consultant GHD to prepare an Environmental Management Plan (EMP) for the 275/50kV substation at Raglan, which outlines how potential environmental, social and economic impacts of the project are to be mitigated and managed.
