Powerlink has recently published a Project Assessment Conclusions Report (PACR) to address the secondary systems condition risks at the Palmwoods Substation.

Secondary systems are the control, protection and communications equipment that are necessary to operate the transmission network and prevent damage to primary systems when adverse events occur. Several secondary systems at the Palmwoods Substation are nearing the end of their technical service lives and require replacement to ensure the continued safe and reliable operation of the transmission network. This presents Powerlink with operational and compliance considerations that need to be addressed.

The first step of this RIT-T was the publication of the Project Specification Consultation Report (PSCR) in August 2018 which invited submissions particularly on the credible options which could address the identified need.

The proposed preferred option identified in the PSCR considered to satisfy the Regulatory Investment Test for Transmission (RIT-T) involves replacing all secondary systems at the Palmwoods Substation with new secondary systems using a modular prefabricated building by July 2021. There were no submissions received in response to the PSCR which closed in November 2018. As a result, no additional credible options have been identified as part of this RIT-T consultation.

The outcomes of the economic analysis contained in the PACR remain unchanged from those published in the PSCR. Consequently, the draft recommendation to replace all secondary systems using a modular prefabricated building by July 2021 has been adopted without change as the final recommendation in the PACR.

The estimated capital cost is $7.3 million in 2017/18 prices. Powerlink is the proponent of this project.

In the context of engagement activities with consumers and the general community, Powerlink has assessed this project as ‘minor’ on the RIT-T Stakeholder Engagement Matrix.
