Powerlink uses the Queensland Procurement Solution (VendorPanel) website to provide a modern, cost efficient and environmentally friendly tendering process to procure goods and services. The system handles invitations to tender, notifications to tenderers and lodgement of tender submissions.

At Powerlink, we have a number of different terms and conditions for the procurement of goods and services. These may vary from time to time, dependent on factors including the procurement category, value of procurement, risk profile and business area.

For Purchase Orders (other than IT goods or services), where there is no contract or other form of agreement in place, the Purchase Order Standard Conditions for Goods and/or Services apply.

For Purchase Orders relating to IT goods or services, where there is no contract or other form of agreement in place, the IT Goods and Services Purchase Order Conditions apply.

Powerlink have engaged EFTsure Pty Ltd to provide payment verification services to our organisation.  You may receive an email request from EFTsure Pty Ltd ([email protected]) requesting you to verify your details. 

If you have previously completed an EFTsure supplier verification process with another organisation or company, you will not receive these additional requests.

If you have an executed contract with Powerlink Queensland, follow the invoice instructions detailed in your contract.

If you do not have an executed contract with Powerlink Queensland, invoices should be sent to [email protected]

Please ensure your invoices include all necessary details, such as the purchase order number, Powerlink contact person, and any other relevant information to facilitate prompt processing.  Invoices submitted without a purchase order number will be returned and you will need to contact your Powerlink representative to resolve any PO issues before resubmitting your invoice.


Responsible procurement

Prior to doing business with Powerlink, suppliers will be evaluated against a broad range of criteria and selected based on their ability to deliver value for money (including meeting our ethical, environmental and social expectations) in addition to how they meet the required specifications of the goods or services.

Suppliers will also be required to meet responsible supplier requirements as outlined in the Procurement Assurance Model (PAM) and the Queensland Government Supplier Code of Conduct. Suppliers should review the Code of Conduct to ensure agreement with the principles addressed, and proactively take action to address any potential gaps. 

Suppliers are encouraged to go beyond legislative compliance by taking responsibility for the ethical, social and environmental conditions within their business and their own supply chain.  

Some legacy contracts may refer to the Powerlink Supplier Code of Conduct, suppliers are expected to continue to comply with the expectations of that Code where indicated. The Powerlink Supplier Code of Conduct was retired in February 2026.  

Powerlink is committed to promoting reconciliation and building stronger relationships with First Nations communities as detailed in the Powerlink Innovate Reconciliation Action Plan.

Powerlink wants to work with suppliers who act ethically and responsibly to take reasonable steps to ensure that their business and supply chain is not benefiting from, engaged in or complicit with, human rights exploitation such as forced or child labour, coercion, or any form of modern slavery practice. 

This is reinforced in the Queensland Government Supplier Code of Conduct, which expects that our suppliers comply with the purpose and intent of the Commonwealth Modern Slavery Act 2018.

Procurement conflict of interest

As a Powerlink supplier or prospective supplier, you must tell us about any situation that conflicts (or could potentially conflict) with Powerlink's interests in line with the Queensland Government Supplier Code of Conduct 2026. This includes where a Powerlink employee has an interest in, or close relationship with your business.

Suppliers must disclose any actual, perceived or potential conflicts of interest:

  • prior to participating in a procurement process
  • during contract negotiations
  • at any time during contract delivery when circumstances change.

Failure to disclose a conflict of interest may impact a supplier’s participation in procurement activities or ongoing engagement with Powerlink.

Important note
Do not respond to any procurement activities, sign any contracts or provide goods and/or services to Powerlink until you have been notified of a decision about your conflict-of-interest disclosure.

A declared conflict of interest does not automatically exclude a supplier. Powerlink will assess each disclosure and determine appropriate management actions to ensure probity, fairness and transparency.

Suppliers must disclose any conflicts of interest to their Powerlink contact as soon as they are identified through the Third-Party Conflict of Interest form.

The following examples illustrate situations where a supplier may have an actual, potential or perceived conflict of interest in a Powerlink procurement or contract. These examples are not exhaustive and are provided as a resource to assist suppliers in identifying when a disclosure may be required. 


A supplier has access to confidential, commercially sensitive or procurement information that is not available to other suppliers and may provide an unfair advantage.  

Example: 
A former Powerlink employee establishes or joins a consulting firm and tenders for Powerlink work shortly after leaving. The individual had prior access to internal procurement information, planning documents, pricing benchmarks or evaluation insights that are not available to other tenderers. 


A supplier has been involved in developing the project scope, specifications or business case and subsequently seeks to participate in the procurement.

Example: 
A supplier who contributed to early-stage technical advice or feasibility assessments subsequently submits a bid for delivery of the same project.


A supplier (or its employees) has personal, professional or financial relationships with Powerlink employees involved in the procurement or contract.

Example: 
An employee of a supplier has a close personal or family relationship with a Powerlink staff member responsible for evaluation, contract negotiation or contract management.


A supplier has provided, or is perceived to have provided, gifts, hospitality or other benefits that could influence, or be seen to influence, procurement decisions.


A supplier performs multiple roles that may conflict with each other or impair their ability to act independently.

Example: 
A contractor engaged to provide independent advisory or assurance services is also tendering to deliver the works or services being reviewed.

Current and prospective suppliers are also encouraged to learn more about modern slavery. The below options are offered free-of-charge to help raise awareness of modern slavery, how to identify red flags and how to report them. 

Health, Safety and Environment

We take a proactive approach to health and safety, where safety is regarded as essential for all; health and wellbeing are protected and promoted; and safety is integrated into all work practices. We are also committed to the protection of the environment and management of adverse environmental impacts as a result of our activities.
