Overview

Powerlink plans to deliver the Gladstone Project to strengthen and increase capacity of the electricity transmission network in the region. This critical program of transmission upgrades will ensure the safety and reliability of the electricity network as the region prepares for the eventual retirement of the Gladstone Power Station, and heavy industry moves toward electrification of their operations increasing demand on the network.

The Gladstone Project, if approved and funded will see several key projects planned, assessed and delivered in stages over the next decade. This will include new transmission lines and new transmission infrastructure such as substations and associated equipment.

This first stage involves construction of the Calvale to Calliope River Transmission Line Reinforcement Project.

Please refer to the project webpage for further information on the planning and engagement activities completed to date, as well as the status of approvals.

Stage 1 will see the construction of a new transmission line as well as expansion of both the Calvale and Calliope River substation switchyards.

The second stage of the Gladstone Project involves the construction of a new transmission line between Bouldercombe and Larcom Creek with upgrades to the Bouldercombe and Larcom Creek substations.  The stage includes the construction of the new Gladstone West Substation.

The Gladstone Project is expected to be implemented in two stages, subject to several factors, including the Priority Transmission Investment (PTI) assessment, Ministerial direction, responsiveness to load growth in the region, and the need to be flexible and maximise delivery efficiency.   

Investment and funding decisions for future stages will be assessed and delivered as part of the Queensland Government’s PTI process. Please refer to our PTI webpage for further information on this investment process. 


Get involved 

Powerlink is seeking to understand the capability and capacity of suppliers interested in participating in Central Queensland transmission projects. 

Businesses are encouraged to register their interest through the project ICN Gateway, noting that registrations may relate to one or multiple projects within the Central Queensland portfolio. 

Suppliers who have already registered their interest for the Gladstone Project through the ICN Gateway do not need to re-register. Existing registrations will be carried forward and considered as part of Powerlink’s Central Queensland Supplier Register. 

Information collected through the Registration of Interest (ROI) process is used to: 

  • Inform market analysis and procurement planning 
  • Support strategies to maximise local and Indigenous participation 
  • Assist principal contractors and Powerlink with identifying potential suppliers for upcoming work packages. 

How registrations will be used 

Once a business has completed an ICN Gateway registration, their details will form part of Powerlink’s Central Queensland Supplier Register. 

This Register may be used by Powerlink and/or principal contractors to: 

  • Identify suppliers with relevant capability and experience 
  • Seek additional information or clarification 
  • Invite suppliers to participate in tendering or quotation processes for specific work packages as they become available. 

Registration does not guarantee inclusion in future procurement activities.

The Calvale to Calliope River Transmission Line Reinforcement Project is expected to be the first project underway as part of the Gladstone Project. It is a large scope of works and Powerlink will be engaging a main works contractor from our experienced supplier panel.  

​While Powerlink will be procuring specialist technical items, most procurement will occur through the appointed contractor. ​The procurement process for that contractor is underway, and once appointed, suppliers who have registered their interest will be notified.  

Powerlink is committed to maximising opportunities for local and Indigenous businesses across its Central Queensland projects. 

A coordinated approach is being applied across projects to: 

  • Improve visibility of upcoming opportunities 
  • Encourage early engagement with capable local and Indigenous suppliers 
  • Support meaningful participation aligned with project scope and supplier capability. 

Supplier information provided through ICN will be used to inform participation strategies across relevant Central Queensland projects as opportunities arise. 

​Powerlink has developed a tiered approach to participation in Gladstone Project. The following Local Government Areas fall within a 125km radius of the project corridor, and are considered local for project participation: 

  • Banana Regional Council
  • Central Highlands Regional Council
  • Gladstone Regional Council
  • Livingstone Regional Council
  • North Burnett Regional Council
  • Rockhampton Regional Council
  • Woorabinda Aboriginal Shire Council.
