Powerlink's safety guidelines and procedures are consistent with the Energy Networks Australia (ENA) National Guidelines, and support the objectives of the National Electricity Safety Code.

Non Access Work (NAW) guideline on high voltage electrical apparatus

This guideline has been developed by Powerlink and Ergon Energy to provide a common industry framework for managing Non Access Work (NAW) on high voltage electrical apparatus and is designed to support safe systems of work.

The application of Non Access Work shall only be considered where all the following conditions are satisfied:

  • work is to be performed from ground level in a high voltage substation
  • the high voltage electrical apparatus is de-energised and isolated or de-loaded and remote control is inhibited where required
  • the relevant exclusion zones for all exposed high voltage electrical apparatus can be maintained at all times
  • system security and reliability are considered
  • the work activities are of a minor nature.

 

Not Electrically Connected Work Area (NECA)

The Queensland Electricity Entity Procedures for Not Electrically Connected Work Area (NECA) applies to all electricity entity employees and contractors who may be associated with planning, designing, constructing, commissioning, operating and maintaining high voltage electrical apparatus owned and operated by Powerlink, Ergon Energy or Energex.

The adoption of these procedures in 2010 follows the Energy Networks Association National Guidelines for Safe Access to Electrical and Mechanical Apparatus and extensive consultation between Powerlink, Ergon Energy and Energex.

 

Safe Access to High Voltage Electrical Apparatus (SAHVEA)

The Queensland Electricity Entity Procedures for SAHVEA forms an essential part of providing a safe system of work for everyone accessing the high voltage system.

The scope relates to work on or within an authorised person’s electrical exclusion zone. It applies to all electricity entity employees and contractors who may be associated with planning, designing, constructing, commissioning, operating and maintaining high voltage electrical apparatus owned and operated by Powerlink, Ergon Energy or Energex.
