Overview 

Under the National Electricity Rules, Powerlink is required to ensure system strength services are available to Queensland’s transmission network. This will be achieved through the System Strength Project. 

As part of this project, Powerlink will install two synchronous condensers at the Calliope River Substation to stabilise and strengthen as the energy generation mix in Queensland evolves.  

Status 

In April 2026, Powerlink confirmed two synchronous condensers will be installed at the Calliope River Substation in Callemondah, Gladstone. 

The Calliope River Synchronous Condensers will be two of four synchronous condensers installed in Central Queensland by 2029. 

The Calliope River Substation was chosen following detailed network analysis and consideration of social, environmental and economic factors. 

In March 2026, Powerlink signed an agreement with Hitachi Energy to supply and install the synchronous condensers. 

The following infrastructure will be installed: 

  • two large sheds with lightning masts 
  • two synchronous condensers (each inside a shed) 
  • two control rooms 
  • two step-up transformers 
  • two auxiliary transformers 
  • two back-up generators 
  • two outdoor coolers. 

Initial engagement will occur with the broader Gladstone community and other local stakeholders throughout April and May 2026.

Get Involved

Powerlink is using a coordinated, program-level approach across our Central Queensland projects to maximise opportunities for local and Indigenous businesses. 

For this project, we are working with our experienced supplier panel to appoint contractors for the design and construction works. Our contractors will be required to demonstrate a commitment to providing opportunities for local and Indigenous workers and suppliers throughout project delivery. 

Businesses interested in working on this project are encouraged to register their interest through Powerlink’s ICN Gateway, which connects local and Indigenous suppliers with current and upcoming work packages.

System Strength Project

System strength is the transmission network’s ability to maintain stable voltage during normal operation and when there is a disturbance, like a sudden change in generation or load, or an unexpected electrical fault. 
Under the National Electricity Rules, Powerlink is required to maintain system strength in Queensland’s transmission network. This will be achieved through the System Strength Project, involving the installation of four synchronous condenser machines in Central Queensland.
